    SUMMARY OF JOB DESCRIPTION:

The Senior Project Manager (Sr. PM) assists CAPE in achieving strategic and business objectives by leading project management processes (initiation, planning, executing, monitoring/controlling, and closing) for projects across New Jersey. This Sr. PM role is responsible for both construction and environmental remediation delivery and must be capable of managing field execution, subcontractors, schedules, budgets, safety, quality, and federal documentation requirements.

The Sr. PM integrates all project management knowledge areas (scope, cost, time, quality, safety, resources, communications, risk, procurement, and stakeholder management) so the project functions as a cohesive whole. This position serves as a primary point of contact with clients and agencies and effectively leads teams of scientists, engineers, procurement specialists, subcontractors, field personnel, and other stakeholders to meet CAPE’s financial and performance goals.

This role is onsite at active project locations. Not a remote role.

    KEY RESPONSIBILITIES

    • Lead onsite project execution to deliver scope safely, on schedule, and within budget; develop the execution approach, staffing plan, and phased work plan based on scope and risk.
    • Build and run the Project Management Plan (scope, schedule, cost, quality, safety, resources, communications, risk, procurement, and stakeholders) and keep plans/baselines current as changes occur.
    • Control scope using WBS/work packages; manage contract requirements, modifications, and change orders, including impact analysis and timely approvals.
    • Develop and maintain the integrated schedule (near-term planning through milestones); drive weekly/monthly reporting, corrective actions, and a monthly performance analysis/forecast.
    • Own project financial performance, cost control, forecasting (ETC/EAC), variance analysis, and recovery plans; identify cost drivers and correct excessive-cost items.
    • Embed safety and quality into planning and field execution; ensure Safety Plans are in place and followed; maintain incident reporting and a zero-incident culture.
    • Manage procurement and subcontractors, define and negotiate scopes, oversee performance and invoices, and ensure submittals and progress payments are processed accurately and on time.
    • Serve as primary client/agency interface (USACE/USEPA as applicable); communicate progress, risks, and issues to stakeholders and executive management; resolve disputes professionally and promptly.
    • Supervise and lead project staff in accordance with company policies and applicable laws; perform other duties as assigned.

    Required Skills, Knowledge & Tools

    • Ability to read, analyze, and interpret technical procedures, engineering drawings/specifications, and applicable government regulations (including FAR familiarity).
    • Strong written and verbal communication skills—able to write clear reports/correspondence and confidently present project status, risks, and decisions to stakeholders.
    • Persuasive communicator with effective negotiation skills; able to develop strong working relationships with executive management, clients, and subcontractors.
    • Primavera P6 scheduling experience (required/strongly preferred).

    SALARY:
$90,000 - $160,000 annually, commensurate with experience and qualifications.

    TRAVEL:
    50 % on average

    MINIMUM QUALIFICATIONS:

    • Minimum Qualifications (Project Manager II) – bachelor’s degree in engineering/science or construction management required. Must have at least three (3) years of progressively responsible related field experience and task management, and two (2) years of onsite Quality Control experience supporting environmental and/or infrastructure work. Must demonstrate a firm grasp of the key project management knowledge areas (scope, schedule, cost, quality, safety, risk, procurement, communications, stakeholders) as determined by management review.
    • Senior-Level Requirements (in addition to the above) – Minimum ten (10) years of successful project management experience with emphasis on cost, schedule, communications, and resource management on construction and/or environmental remediation projects. Must have a professional certification (PMP, PE, or PG) and a proven track record delivering complex work (including successfully managing at least two (2) projects over $5M). Must have (or be able to obtain) required field credentials including OSHA 30-Hour Construction and 40-hour HAZWOPER with current refreshers.
    • Tools / Scheduling – Proficient in Microsoft Office and Windows-based systems; strong ability to develop and maintain project schedules. Primavera P6 experience required (or strongly preferred, depending on your HR “required vs preferred” structure).

Why are you being asked to complete this form?

We are a federal contractor or subcontractor. The law requires us to provide equal employment opportunity to qualified people with disabilities. We have a goal of having at least 7% of our workers as people with disabilities. The law says we must measure our progress towards this goal. To do this, we must ask applicants and employees if they have a disability or have ever had one. People can become disabled, so we need to ask this question at least every five years.

Completing this form is voluntary, and we hope that you will choose to do so. Your answer is confidential. No one who makes hiring decisions will see it. Your decision to complete the form and your answer will not harm you in any way.
