    SUMMARY OF JOB DESCRIPTION:

    The Quality Control (QC) Manager is responsible for leading and ensuring the consistent application of quality standards across construction and remediation projects. This role involves developing, implementing, and managing Quality Programs, overseeing audits, and ensuring compliance with industry, legal, and client-specific standards. The QC Manager plays a critical role in coordinating with subcontractors, self-performing crews, vendors, and project staff to achieve exceptional project outcomes while fostering teamwork and client satisfaction. This role demands a proactive leader who can balance technical expertise, compliance requirements, and team management to ensure that projects are completed successfully, on time, and within budget while meeting the highest quality standards. Design, implement, and manage Quality Programs for assigned projects, ensuring compliance with CAPE’s standards, client requirements, and regulatory mandates. Conduct audits and quality assessments to monitor program effectiveness and identify areas for continuous improvement. Develop and mentor junior staff, supporting their professional growth and encouraging continuous learning for them to serve as the on-site project quality control representative, ensuring construction, remediation, and field operations meet quality standards and collaborate with subcontractors, self-performing crews, and vendors to align quality goals and maintain performance standards. Promote teamwork, inclusiveness, and diversity within the project teams and organization. Utilize functional expertise to develop systems, establish quality plans, and create processes to support project execution. Maintain current knowledge of regulatory requirements, client standards, and CAPE policies to resolve conflicts and guide project teams. Communicate effectively in oral and written forms with internal teams, subcontractors, vendors, and clients. Build and maintain relationships with external partners such as manufacturers and laboratories to facilitate timely submittals and accurate quotes. Actively listening and responding to internal and external clients’ needs to provide excellent service and ensure client satisfaction.

    SALARY:
    $110,000 - $140,000 annually, commensurate with experience and qualifications.

    TRAVEL:
    10-40% travel is required for this position.

    MINIMUM QUALIFICATIONS: 

    • Bachelor’s degree in mechanical or civil engineering or science degree with emphasis in quality related discipline and five (5) years of progressively responsible related experience; or any equivalent combination of experience and training that provides the required knowledge, skills and abilities.
    • American Society for Quality certification (one of these options: CQA, CQMgr, CMQ/OE, SSGB or SSBB) or the ability to obtain within 6 months of hire
    • Five (5) years of experience developing and implementing Quality Programs and documented auditing training.
    • Five (5) years of experience as a project quality officer, onsite field engineer or similar.
    •  
    • Experience in remediation and/or construction work and ensuring quality.
    • Experience working with both subcontractors and self-performing crews as on-site project quality control representative. 
    • Ability to use technical/functional expertise to establish plans, develop systems and processes
    • Proficient computer skills to include the use, management and administration of the information technology platforms in use at CAPE
    • Ability to provide direction including oral and written communication
    • Communicate effectively via oral and written means

    • Establish contacts with vendors, sub-contractors, manufacturers and laboratories to obtain quotes and submittals

    • Develop and mentor junior staff and support colleagues at same level toward professional development / growth
    • Assist in the identification of Clients Standards, CAPE’s Standards legal and regulatory requirements and industry standards to be applied to assigned projects, resolve conflicts, and communicate standards to be used on a project to all assigned project staff including the project manager.
    • Keep required licensing and certifications current
    • Ensure timely and appropriate generation, collection, dissemination, storage, and ultimate disposition of project information.
    • Comply with the rules governing applicable State Boards of licensure for Professional Engineers and Surveyors
    • Meet budgets, schedules, commitments, and internal and external client’s expectations

    TRAINING REQUIREMENTS:

    • Valid driver’s license
    • Ability to submit verification of U.S. citizenship
    • Construction Quality Management for Contractors Certification
    • Uniform Federal Policy for Quality Assurance Project Plans
    • Environmental Sampling
    • USACE RMS 3.0 Training
    • OSHA Construction Safety and Health – 30 Hr.
    • HAZWOPER 40 Hr. with 8 Hr. Refreshers annually
    • The job holder may require additional job-related certification and/or training during the course of employment for specific tasks and/or field operations support

    MINIMUM PHYSICAL REQUIREMENTS

    • Potential exposure to equipment operation hazards and moving mechanical parts
    • Occasional exposure to wet and/or humid conditions; elevated work locations; outside weather conditions; and exposure to heat or cold extremes.
    • Occasional moderate to high noise exposures in the work environment
    • Potential exposure to chemical, physical, and biological hazards such as: hazardous materials/waste and toxic airborne contaminants; physical hazards from work environment conditions and equipment operations; and biological hazards from poisonous plants and animals
    • Activities may require use of respiratory protection and chemical protective clothing
    • Tasks involve frequent standing and sitting. Occasionally required to walk; use hands to finger, handle, or feel; reach with hands and arms; climb or balance; stoop, kneel, crouch, or crawl; talk or hear and taste or smell
    • Occasional lifting and/or moving of objects up to 50 pounds in weight required
    • Vision abilities specifically required include close vision, distance vision, color vision and ability to adjust focus
    • Position may require the ability to safely use construction equipment
    • Travel required for technical project support
