    Position:  Groundwater Treatment Plant Technician, Sacramento

    SUMMARY OF JOB DESCRIPTION:

    May be hired as either Groundwater Treatment Plant Technician or Groundwater Treatment Plant Operator, commensurate with experience and qualifications. Groundwater Extraction and Treatment Systems (GETS) consist of physical and chemical treatment, no biological treatment. Perform all operations associated with groundwater extraction wells, soil vapor extraction, and treatment plants including all operations and maintenance, system repairs, and environmental monitoring. Responsible for maintaining equipment such that treated water and soil vapor meets all regulatory and non-regulatory (client-driven) discharge requirements. Applicants must be adept at executive function, task planning and scheduling, and a self-starter. High personal integrity will be very important for this position.

    There are three (3) GETS operating at 1,300, 50, and 35 gallons per minute, and there is a soil vapor extraction (SVE) system with three (3) SVE wells that operates approximately 250 cubic feet per minute (inlet). Each groundwater extraction wellhead is equipped with power and controls that include water level, flow, pressure, and motor-operated valve instrumentation. Submersible well pumps are used to extract groundwater and pump it to the GETS. Some wellheads are equipped with a variable frequency drive connected to the pump to control flow. Each wellhead is operated by a remote programmable logic controller (PLC), and wellhead data is transmitted to the GETS using fiber optics communications systems. A main PLC acquires field data from all of the wellheads and operates the GETS. The GEST system is equipped with a computer which operates the supervisory control and data acquisition (SCADA) system that the operator uses to control the system and from which the operator has to access and download a database monthly.

    The operator will also complete tasks to maintain three (3) closed landfills in accordance with their Post-Closure Operations and Maintenance Plans. This entails quarterly landfill inspections and annual soil gas monitoring using a photoionization detector and a landfill gas meter. Other miscellaneous tasks will include, but is not limited to, overseeing contractors for maintenance or repair activities, daily utility clearance for Air Force subsurface infrastructure, site landscape maintenance, inventory control, groundwater and process water sampling.

    CAPE is focused on safety and quality and the operator will work within a structure and process that informs decisions through teamwork. Safey will follow United States Army Corps of Engineers (USACE) EM 381-1-1 requirements, and quality will be implemented in accordance with the USACE Contractor Quality Management (CQM) systems process.

    SALARY:
    $28.00 - $30.00/HR, commensurate with experience and qualifications.

    MINIMUM QUALIFICATIONS: 

    • High School Diploma
    • Completed Technical College coursework applicable to job, which may include electrical motors, mechanical pumps, fiber optic communications, and mechanical systems controls
    • OSHA 40-hour HAZWOPER Certification
    • Confined Space Entry and Rescue Certification
    • Valid driver’s license with a good driving record.

    Technical Skills and Experience

    • Experience with submersible pumps, variable frequency drives (VFDs), and motor-operated valves (MOVs)
    • Familiarity with SCADA and PLC control systems for remote operation and monitoring.
    • Ability to troubleshoot and maintain flow, pressure, and level instrumentation.
    • Experience collecting groundwater and process water samples in accordance with regulatory requirements.

    Soil Vapor Extraction (SVE) System Knowledge:

    • Familiarity with vacuum pumps, extraction wellheads, and vapor treatment systems.
    • Understanding of PID and landfill gas meter operation for annual soil gas monitoring.

    Utility & Site Maintenance:

    • Daily utility clearance for subsurface infrastructure.
    • Overseeing contractors for maintenance and repair activities.

    Soft Skills & Additional Qualifications:

    • Strong analytical and problem-solving skills for system troubleshooting.
    • Ability to interpret system drawings, schematics, and maintenance manuals.
    • Proficiency in data logging, database management, and report generation (especially for SCADA systems).
    • Strong attention to detail for regulatory compliance and safety protocols.
    • Good communication skills for coordinating with teams, contractors, and regulatory agencies.

    PREFERRED QUALIFICATIONS

    • Experience operating mechanical systems with remote stations, especially in relation to remote communications, electrical power and controls, and mechanical pump systems.
    • Bachelor of Science Degree in Mechanical, Electrical, or Industrial Engineering
    • USACE CQM Training
    • Environmental sampling training
