    Position:  Senior UXO Supervisor (SUXOS), Honolulu, Hawaii

    JOB POSITION ROLE:

    Provides oversight of unexploded ordnance (UXO) technicians and support personnel during the inspection of unexploded ordnance, munitions debris and range residue to verify presence or absence of energetic materials, surface and subsurface clearance, ordnance avoidance projects and other munitions and explosives of concern (MEC) related work.  This position will perform other supervisory and field related functions as assigned and will interface with CAPE’s Quality Control and Safety and Health Programs to allow CAPE to achieve profit goals and excellent client satisfaction in alignment with the Mission, Vision and Values of CAPE.

    RESPONSIBILITIES:

    • Attends site visits and assists Project Managers and Operations Management with the preparation of cost estimates and technical proposals for MEC related activities
    • Provides key input into and reviews of project plans including, but not limited to, Explosives Safety Submissions (ESS), Explosives Safety Plans (ESP), Health & Safety Plans (ESP), Technical & Management Work Plans (TMWP), Project Schedules and other plans as required by the scope of work.  SUXOS typically do not develop these plans, but provide key input to support compliance.
    • Inspects unexploded ordnance, ordnance related materials and range residue to verify presence or absence of energetic materials.
    • Certifies the materials as free of energetic materials
    • Supervises UXO Technicians, equipment operators and construction laborers during sorting movement and segregation of unexploded ordnance and bombing/artillery range target scrap.
    • Oversees demilitarization of ordnance, military type vehicles and assorted residue.
    • Operates hand held radiation detection instruments to screen range residue for low-level radioactive waste items
    • Operates handheld magnetometers and conducts range sweeps to locate subsurface anomalies
    • Identifies and verifies unexploded ordnance, fuzes and fuze conditions.
    • Supervises and/or performs intrusive operations to excavate and identify anomalies
    • Performs on-site explosive demolition of munitions and explosives of concern (MEC) and MEC related items
    • Oversees the storage, transport, handling and administrative accounting of demolition explosives.
    • Provide technical expertise and technical assistance to staff
    • Performs Administrative tasks necessary for execution of projects including timely preparation of time sheets and expense reports, verification of subcontractor services, preparation of purchase orders project related materials & supplies, etc. for assigned projects.
    • In coordination with Operations Management, evaluate overall staffing needs on assigned projects
    • Align staff and self with CAPE’s policies, procedures, culture and values

    • Deadlines and due dates of delegated tasks are managed to achieve cost performance goals within assigned area
    • Ensure that no lost work and/or safety violations impact the health and safety of CAPE employees and assigned project schedules
    • Display a consistent effort to listen, comprehend and act in response to the needs of both internal and external clients to provide excellent service and client satisfaction
    • Achieve above average to excellent client satisfaction ratings on all assigned projects
    • Ensure timely and appropriate generation, collection, dissemination, storage, and ultimate disposition of project information
    • Keep required licensing and certifications current
    • Attend all required training courses as applicable 
    • Develop and maintain knowledge of all corporate policies and reporting systems
    • Keep an open line of continuous communication with project team, clients and other CAPE staff for multiple aspects of task execution and completion
    • Actively participate in quarterly and annual performance evaluation meetings with Supervisor and direct reports to identify potential areas of professional development as well as deficiencies and plans for improvement

    • Meet budgets, commitments and internal and external clients’ expectations.

    MINIMUM EDUCATION REQUIREMENTS FOR THIS POSITION:

    • High School Diploma/General Education Diploma (GED) or demonstrated proficiency in both oral and written communication with the fundamental knowledge of mathematics demonstrated by the ability to solve a variety of problems that can be modeled or solved by quantitative means
    • Graduate of U.S. Army Bomb Disposal School, Aberdeen Proving Grounds, MD, U.S. Naval EOD School, Indian Head, MD or military EOD school of Canada, Great Britain, Germany or Australia

    MINIMUM EXPERIENCE REQUIREMENTS FOR THIS POSITION:

    • Ten (10) years combined military EOD and civilian contractor UXO experience in all phases of UXO and UXO related operations to ensure compliance with DOD directives and local, state and federal statutes. Experience to include supervising and performing on-site disposal of munitions and explosives of concern (MEC)
    • Ten (10) years of experience supervising activities and personnel on ordnance avoidance and investigation, range clearance, hazardous material and waste management project sites
